Software Engineers work closely with South Dakota state agency staff to write and test code that allow computer and software programs to function properly in order to maintain business applications. Incumbents perform software development work that is focused on creating interactive user interface components and data visualizations for systems and high-quality tools. Then build and test applications that will assist the agency in providing services to the citizens of the state. Incumbents work with a Bureau of Information and Technology mentor to perform application development tasks depending on the skills of the incumbent.

Example Responsibilities:
• Building entire systems or their features and interfaces that are highly available, intuitive, scalable, and secure to meet current and future software and application requirements.
• Conducting design and code reviews to ensure highly reliable and performant code maintains scalability, performance, and alignment with standards and best practices.
• Designing, developing, coding, and testing programs, applications, and technical solutions following lifecycle software development (SDLC).
• Following change and release management policies to ensure data integrity, compliance, and system stability.
• Identifying and managing risks that stem from business activities and the job role.
• Advocating, recommending, & championing process improvements.
• Participating in team and system demonstrations to accept completed stories and features. • Working with product managers to create software that is optimized for business metrics.
The Ideal Candidate Will Have:
A degree in Information Systems, Computer science, or equivalent work experience. Experience in Agile/Scrum Methodology, Software Development Life Cycle (SDLC) implementations, and Microsoft products (MS Visual Studio, Visio, .NET Framework, Microsoft SQL Server, Power BI, PowerApps, Office 365 Suite, Visual Basic, Access DB) is preferred. Demonstrated experience executing the SDLC against large systems implementations, solution development and application architecture with JEE(J2EE) or .Net, and performing conceptual and technical designs, including the use of object-oriented analysis and design techniques is also preferred. Leadership and project management are beneficial.
Knowledge, Skills, and Abilities:
Knowledge of:
- system software, hardware, work processes, regulations and management practices;
- data analytics concepts used to identify trends and deliver cost savings.;
- business performance metrics and how they translate to value;
- standard development processes, procedures, systems, and architectures, as well as programming languages and platforms including but not limited to C#, .NET, C, C++, Python, Java, and SQL;
- use of agile methodologies to support all aspects of product development.;
- data management, including organization, storage, and retrieval systems;
- data standardization, standardization, cleansing, and integration techniques;
- user interface and user experience (UI/UX) design.

- apply application design and coding standards;
- reason logically, analyze, and resolve business problems;
- build and maintain effective relationships with co-workers;
- communicate information concisely and accurately, both oral and written;
- communicating issues and suggesting alternative, innovative, and creative solutions for technical problems. ;
